Garland Jenkins Award

The Virginia Osprey Foundation is dedicated to the protection of Osprey and their habitats. Through science, education, advocacy, and community engagement, our mission is to foster a sustainable environment where Osprey can thrive.
This year, our Board of Directors established a new award to honor an individual who has demonstrated exceptional commitment to the protection and conservation of Osprey and their habitat, and whose contributions have measurably improved conditions for these remarkable birds.
The spirit of this award reflects the legacy of the late Garland Jenkins, whose love for Osprey, dedication to community, humility, and passion for wildlife left a lasting mark on Colonial Beach.
Garland Jenkins was born in Culpeper, Virginia, and attended school in Stafford. He worked for Dominion Energy for 48 years. Garland lived in King George with his wife, Connie, to whom he was married for more than 30 years, and together they raised two sons.
Connie often shared that Garland loved watching the Osprey, and the two of them spent many hours enjoying these birds together. Garland erected many of the nesting poles and platforms you see today along Irving Avenue in Colonial Beach, as well as the platform at the Colonial Beach Volunteer Fire Department. These platforms were installed to help keep Osprey safe from power lines while also protecting the reliability of power for the community.
Garland also loved spending time on the waters he cherished, crabbing and fishing in the Potomac and its tributaries.
Today, we proudly honor Garland’s legacy through this award.
Please join us at 12:00 p.m. as we present the inaugural Garland Jenkins Award.
